Government-led and SOE-operated: Huangshan, Anhui Coordinates River Dredging and Sand Mining

By centralizing sand mining management under Huangshan District’s oversight, unauthorized sand extraction has been effectively regulated, contributing to river conservation.

Recently, construction machinery roared at the Shangpan section of Puxi River in Gengcheng Town, Huangshan District, Huangshan City, Anhui Province. Excavators, loaders, and trucks shuttled back and forth as construction teams raced to complete dredging work before the flood season.

Sand and gravel are state-owned resources, but illegal mining in recent years has led to the loss of state assets and ecological damage due to excessive extraction. To address this, the district government established a dedicated task force for sand resource management. Guided by the principles of "government leadership, state-owned enterprise (SOE) operation, and multi-stakeholder participation," the initiative aims to strengthen unified management and orderly development of sand resources.

Wang Zhongli, Party Branch Secretary of Fucun Village, Gengcheng Town, emphasized, "Centralized mining management in Huangshan District has not only curbed illegal practices but also enhanced river protection."

Ye Jidong, Deputy Director of the task force, stated, "Sand management has two core objectives: safeguarding lawful operations and cracking down on illegal activities. We are pooling enforcement resources across departments to combat violations." This year, the district plans to complete dredging at 11 river sections before the flood season, with the Gengcheng section of Puxi River being the first to commence.

Sun Zhilei, Deputy Party Secretary and Deputy General Manager of Huangshan District State-owned Assets Operation Co., Ltd., added, "Throughout the dredging and mining process, we will strictly adhere to guidelines approved by water resource authorities, including depth, width, extraction boundaries, and embankment protection requirements outlined in the official blueprints."
